	Just wanted to thank you for the response and explaining modern weblinks verses what Newton’s browsers from 20 years ago can handle.
	I have been using FrogFind, haven’t tried WebOne.  Have to see what they can do.  Maybe they or some other service can provide an alias to download files and various locations?  Something to look into.

The '#' is just a marker for "load URL and then go here". It's often used by JavaScript these days, rather than the original purpose of automatically scrolling to a particular heading.
That's what the page is doing, and NewtScape can't run JavaScript so it just doesn't work.

I tried http://dflund.se/~fernbom/music/mods/files/takeonme.zip in a command line download tool (curl -v ...) and what it actually does is return a "Location" header that redirects to HTTPS, and a HTML page that does the same thing. 

You're modern browser hides this, which is why it looks like it works without HTTPS.

Without a proxy like FrogFind, WebOne etc to translate modern HTTPS to something NewtScape can cope with, you'll have to stick to HTTP-only URLs.
These are increasingly hard to find !

Looks like UNNA (which does work in NewtScape over HTTP), for instance only has mods-as-pkg, not raw .mod files :
