The '#' is just a marker for "load URL and then go here". It's often used by JavaScript these days, rather than the original purpose of automatically scrolling to a particular heading.
That's what the page is doing, and NewtScape can't run JavaScript so it just doesn't work.

I tried http://dflund.se/~fernbom/music/mods/files/takeonme.zip in a command line download tool (curl -v ...) and what it actually does is return a "Location" header that redirects to HTTPS, and a HTML page that does the same thing.
You're modern browser hides this, which is why it looks like it works without HTTPS.

Without a proxy like FrogFind, WebOne etc to translate modern HTTPS to something NewtScape can cope with, you'll have to stick to HTTP-only URLs.
These are increasingly hard to find !
Looks like UNNA (which does work in NewtScape over HTTP), for instance only has mods-as-pkg, not raw .mod files :
