Watson ROMs have not yet revealed all their secrets.

In order to avoid assumptions about Watson ROMs, why don't you try to do a German localization of NewtTest, I imagine you must have a lot of Newton 2k with German ROMs. This will remove the doubt if the cause is the Watson ROM or WatsonEnabler or something else.
