[NTLK] USA Import/Export of electronics

Noticed this thread on the VCF forums and thought that it would be 
pertinent to folks here, in case anyone else (like me) was unaware:

The TL;DR seems to be that, if you're exporting vintage electronics out 
of the USA, it *needs* to have clear and detailed customs documentation 
to have a *chance* of passing through customs without being delayed, 
returned, or seized.  Seems to definitely be happening to items with 
vague descriptions like "computer parts" or stated to be non-working.
