Thanks for the link. This simulator would be a very interesting base for running NCU and NTK. I was able to build the demo apps from the provided source code, but I could not get them to run on my M1, probably thanks to Tahoe. On the Mac Classic side, there was also ARDI Executor, but I could never get that to compile. For MacOS Classic, BasiliskII is probably the best choice.

As for simulating an environment to run NewtonOS apps, yes, this is a quite similar idea.
