[NTLK] VSNewt, a Newton developer environment for Visual Studio Code, new release 0.3.0

Thanks to AI, I was able to improve greatly on my Visual Studio Code environment for NewtonScript development. Just add the VSIX as an extension, and you will get a compiler, decompiler, and a source level debugger with variable view, stack trace, etc.

Open the command palette (Cmd-Shift-P) and start typing "Newton" and you will se a list of new commands.

'newtc' inside this package is also a stand-alone command line tool: `newtc -h` for all available options.

Oh, and it decompiles, debugs, and runs existing packages too.
