Pict2Pkg might be a good place to start.

It’s a classic Mac application that creates a Newton package from a PICT file (or an image from the Clipboard). You could then install the package to the eMate and theoretically manipulate it in Newton Works.

I have not tried this particular workflow myself, but it seems doable.
