[NTLK] Python Newton Package Installer

Hi NewtonTalk!

I am please to release a python version of the newton package installer,
most of the inspiration came from UnixNPI as this is a great command line
tool that happened to have a binary that worked with windows 11.

I have a pre-compiled binary of Python Newton Package Installer under
releases on my github as well as the python code.  If any of you wish to
have a binary release for other platforms, I would love to release them.  I
just have to build for those platforms.

This solves my main problem - Installing packages from windows with easy
gui interface and polished port selection. ( I love CLI but installing 100
packages is not fun...)

This will eventually evolve into a full capabilities port with backup,
notes and ink to PDF, ability to emulate a fax modem and "Fax" to a PDF
file.
