While I haven't on Windows 11, I would suggest doing a virtual machine. VirtualBox and a copy of Win2000 works well. The best is a virtual machine running Windows98, but win2000 does the job.
The steps would be get a serial to USB adapter. Some work better than others. Probably the best would be the one Matthias made (I didn't get one and I think I probably should have, but shipping here would have been problematic now so I didn't try). Then install VirtualBox, Install Windows2000 to it, inside Windows2000 install Newton Connection Utilities. With the Windows2000 VM not running, in virutalbox for that VM settings make sure to set the USB settings to your adapter (that it sees it and uses it) and lower the speed to be safe to the max speed settings of your newton in the dock app.
Also set up the sharing in the VirutalBox settings for that VM to a folder on your Windows 11. Actually you would have to do this first to get the NCU.exe file inside the windows2000 VM. Unless you are using a CD of course. Once that is set up, any files you put inside that folder on Windows 11 will be seen inside the Windows 2000 file explorer under networked folders. As long as you set it to be full access you can also add files to that folder in windows 2000 and they will be there in windows 11
That should do it. You shouldn't need slowdown.exe in this case, but if you have stability issues I would give it a try.
Again, I haven't done it in Windows 11 but in theory it should be the same method.
