IMHO it would be easier to write the ROM from scratch... .

We did that several times, and it seems that they are no completely unwilling. But in the end there seem to be legal issues that are not entirely iin the hands of Apple.
As the saying goes “If Legal says no, even gravity eventually stops trying.” .

Oh, and Einstein does run on an iPhone. It's just not very efficient because it is an emulation.
