By chance, I just ran across the archive for IrDAPackageInstaller v0.14 - The contents of the archive are:
Folder - IrDA Package Installer Sources
Folder - Plugin Source
Folder - Plugins
Application - Newton IrDA Installer
Readme.txt
The Readme says that he ran it on a Wallstreet Powerbook under Mac OS 9.2.2 and it also has a Hotmail address for Jerome.
