I'm not sure if you're asking if a particular transmitting device is
working, or if you're confirming a PCB's specific IR component is
transmitting correctly.

Pointing an IR transmitter toward any mobile device's camera will display a
change in brightness in the component's face when its transmitters are
functioning. There are plenty of YouTube videos on this as well.

It's just a good tip to have in your back pocket.
