You should be able to do this with the either the Dock application or Internet Setup. Both of these applications support browsing LocalTalk/AppleTalk networks, including zones. I can’t test this myself, since I do not have multiple LocalTalk zones set up right now.

Also, you could look at NetTest. According to the read me: “NetTest is an application for testing an AppleTalk network. This version lists all zones, and all entities in the current zone.”
