In the end I have come up with a somewhat hacked together script that accepts an HFS disk image, uses hfsutils to navigate through it and replicate the whole folder hierarchy into a directory on the host machine, saving pictures and sounds from everything it can find. It’s not the best thing out there but gets the job done.
Works fine on my Arch machine, probably should work on Mac OS X too, given the utilities necessary can be compiled for that.

Now I just need a maxed out OS9 image with a lot of 3rd-party software mixed in to cover all the needs for a theme and finish my theme editor too...
